Last July, the Chicago city council passed the Empowering Communities for Public Safety (ECPS) ordinance, creating the strongest civilian police oversight system in the country. Next year Chicagoans will elect representatives to District Councils in each of the city’s 22 police districts, where they will take on a leading role in transforming public safety and holding police accountable.
